Org. Setting and Reporting
This post is located in the UNODC Regional Center for Combating Cybercrime in Qatar (hereinafter referred to as the Center) as part of the Programme Office in the State of Qatar (POQAT), Office for the Gulf Cooperation Council Region (OGCCR), Regional Section for Africa and the Middle East (RSAME), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC).
The incumbent will work under the direct supervision of the Associate Programme Officer (Operations, Monitoring and Reporting) and the overall guidance of the Programme Coordinator (Chief of Center) and Head of the Global Programme on Cybercrime and in close coordination with the operations support team for the Gulf Cooperation Council (GCC) region.
Responsibilities
Within assigned authority the Programme Assistant will be responsible for the following specific duties:
• Provide assistance in support of planning and implementation activities/processes at the Center.
• Compile, summarize, and present complex information/data on specific programmes/projects and related topics or issues.
• Assist in the preparation and analysis of the Center’s budget, provide assistance in the interpretation of budget guidelines; review and coordinate submissions of Center’s budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepare reports and ensure that outputs/services are properly categorized.
• Assist in the monitoring and evaluation of programmes/projects; categorize, update, track and analyse data related to programmes/projects, e.g. outputs, resources utilized, deviations/revisions, etc.; carry out periodic status reviews, identify issues and initiate requisite follow-up actions; prepare revised budget estimates; reports on budget revisions, expenditures and obligations, verify availability of funds; ensure necessary approval and entry in computerized budget system.
• Compile, summarize and enter data on project delivery; draft related status reports, identifying shortfalls in delivery, budget overruns, etc., and bring to the attention of management.
• Draft correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepare unit contributions for a variety of periodic reports.
• Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
• Assist with visualizations and updating information material such as web pages or brochures.
• Perform other work-related duties as assigned.

Education
High school diploma or equivalent is required.
Work Experience
A minimum of seven years of work experience in programme or project administration, technical cooperation or related area is required. The minimum years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher.
Work experience with standard IT software/applications (MS Word, Excel etc.) is required.
Work experience with an Enterprise Resource Planning (ERP) system is required.
Work experience with SAP based applications (such as Umoja or other) is desirable.
Experience in project management is desirable.
Work experience with the United Nations System or similar international organization is desirable.
Work experience with multilateral organizations and/or in a field office is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of another United Nations official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
